Federal Judge's Report over South Carolina police shooting gains national coverage

On May 21, federal Magistrate Judge Kaymani West recommended that Patterson Harkavy's civil rights lawsuit on behalf of Julian Betton proceed to trial. Police officers shot Mr. Betton nine times in his own home during a narcotics raid, leaving him paralyzed from the waist down.
